The Civil / Earthworks Field Engineer is responsible for the on-site technical supervision and inspection of contractor civil and earthworks activities on behalf of the Owner. Reporting to the Senior Engineer within the construction team, the position ensures that works are executed safely, in conformance with approved drawings, specifications, and applicable inspection and test plans (ITPs).

The position provides the Owner with technical assurance at the point of construction: confirming that completed work conforms to approved design, that hold and witness points are observed prior to release, that HSE and environmental requirements are upheld, and that inspection and progress records are accurate and complete.

Main Responsibilities

2.1 Health, Safety & Environment (HSE)

  • Promote and uphold a high standard of HSE conduct on site, and verify that contractor work is planned and executed in accordance with approved JSAs, permits, and the project HSE management plan.
  • Identify, report, and follow up hazards, near misses, and incidents promptly and accurately.
  • Confirm that contractor permit-to-work and clearing-permit obligations are met before work proceeds, and that environmental and ESG footprint constraints are respected at the work face.
  • Stop work where a safety or environmental standard is at risk and escalate without delay.

2.2 Quality, Inspection & Compliance

  • Administer and witness inspection and test plans (ITPs); attend hold and witness points and confirm release before downstream work proceeds.
  • Verify that materials, workmanship, and installations conform to approved IFC drawings, specifications, and applicable standards.
  • Raise and track non-conformances (NCRs); verify close-out and corrective action.
  • Maintain redline mark-ups and ensure as-built information is captured progressively and handed to document control.

2.3 Earthworks Scope Oversight

  • Oversee bulk earthworks — clearing and grubbing, cut/fill, bulk excavation, placement and compaction of fill — and verify conformance to design surfaces, lines, and levels.
  • Oversee drainage, road, and pavement works — subgrade preparation, layer works, proof rolling, culverts, and surface-water management — across the project’s civil fronts.
  • Verify earthworks materials and in-situ testing (material classification, moisture conditioning, compaction and density testing) and confirm acceptance against geotechnical criteria before downstream work proceeds.

2.4 Concrete & Structural Works

  • Oversee reinforced concrete works across the project — including foundations, footings, pile caps, plinths, equipment bases, slabs, retaining structures, and process-plant structural concrete — in accordance with approved drawings and specifications.
  • Verify formwork, reinforcement fixing, and holding-down arrangements prior to pour, and confirm pre-pour hold-point release before concrete placement proceeds.
  • Confirm that approved concrete mix designs are used, and witness sampling and testing (slump, temperature, and cube/cylinder casting).
  • Oversee concrete placement, compaction, finishing, and curing, and verify post-pour acceptance, dimensional conformance, and rectification of any defects.

2.5 Supervision & Construction Oversight

  • Provide front-line technical oversight of contractor activities, confirming alignment to the approved construction methodology and sequence.
  • Verify setting-out and survey control in conjunction with the survey team before key activities commence.
  • Anticipate and flag interface, access, and sequencing constraints between contractors and work fronts.

2.6 Measurement, Progress & Reporting

  • Verify contractor progress against work physically completed at the work face, providing measured site data to the Senior Engineer for progress assessment.
  • Maintain accurate and contemporaneous site records — daily diaries, dockets, plant and labour returns, weather, and delay events — to a consistent and auditable standard.
  • Contribute field data and observations to the daily, weekly, and monthly construction reporting.

2.7 Technical & Contract Support

  • Support the Senior Engineer in the administration of the Request for Information (RFI) and Technical Query (TQ) process, ensuring that contractor-initiated queries are submitted formally for the Owner’s consideration.
  • Ensure that construction drawings and technical documents are received, issued, and superseded only through formal document control via the EPCM, and not through informal circulation.
  • Provide factual site records and technical input to assist the Senior Engineer in identifying scope-boundary matters, potential variations, and delay events at an early stage.

Profil

3.1 Education

Essential:

  • Tertiary qualification in civil engineering or a related discipline, or an equivalent trade-plus-experience background.

Desirable:

  • Prior experience on greenfield / remote-site projects or in West Africa.
  • Familiarity with EPCM-delivered projects and Owner’s-team construction management.

3.2 Knowledge, Skills and Abilities

Essential:

  • Minimum 5 years’ relevant civil / earthworks construction or field engineering experience, ideally on resource, industrial, or heavy-civil projects.
  • Sound working knowledge of ITPs, hold/witness points, NCR processes, and construction quality systems.
  • Ability to read and interpret engineering drawings, specifications, and contract documents.
  • Strong HSE commitment and the confidence to stop work and escalate.
  • Clear, accurate record-keeping and reporting discipline.

Desirable:

  • Competence with survey interface, setting-out verification, and basic GIS / CAD review.

3.3 Language Skills

Essential:

  • Proficiency in English (primary working language).

Desirable:

  • Working proficiency in French (the project operates in a bilingual French/English environment
